A few alert residents have asked about the budget differences between Alexandria and Spartanburg County, the previous home of the new City Manager. In the latest FYI Alexandria, there is a description of Spartanburg that led some to ponder the reason for the variances.
It is difficult to compare the Spartanburg County budget with the City of Alexandria budget. This is primarily due to a vast difference in services provided. For instance, Spartanburg County does not provide or fund primary social services or mental health activities. These are State services and funded by South Carolina. The County budget does not include fire departments (they have 40) , sewer services or capture the EMS personnel as they are provided by special districts or contract arrangements. Consequently, there are fewer employees, less direct expenditures and a much smaller budget.
